Many of our clients have had questions as to exactly what has changed since the HSE launched the revised Approved Code of Practice L8 (2013) and how these changes affect their ongoing management of Legionella.
We have put together a short guide to the key changes and how these may impact your Legionella management processes.
- L8 (2000) contained Technical Guidance within it for maintaining Cooling Towers, Hot & Cold Water Systems and Other Systems in a manner that minimised the risk of Legionella proliferation.
- L8 (2013) no longer contains this Technical Guidance. This has now been removed and expanded into HSG274- Legionnaires’ disease: Technical Guidance which is now in 3 parts.
- Part 1: The control of legionella bacteria in evaporative cooling systems
- Part 2: The control of legionella bacteria in hot and cold water systems
- Part 3: The control of legionella bacteria in other risk systems

- The following items have been given official ACoP status, meaning they carry a special legal status. Neglect them therefore at your own peril:-
- Risk Assessment
- The role of the Competent or ‘Responsible Person’
- The Control Scheme
- Reviewing of Control Measures
- Duties & responsibilities of those involved in the supply of water systems
- The minimum frequency of reviewing Legionella Risk Assessments had since 2000 been recommend at 2-yearly in the ACoP (more frequently if managing high risk cooling towers, significant changes are made to water system design or in the event that control limits cannot be met). The new ACoP has removed this minimum 2-yearly recommendation, placing the emphasis on the Legionella Risk Assessment to recommend an appropriate review frequency.
- HBI have produced some broad guidance as to recommended Legionella Risk Assessment frequency. These guidelines are show in the table below:
